Pennsylvania is putting $37 million in federal NEVI funding toward what PennDOT says will be 515 new public EV charging ports across the Philadelphia region, including curbside chargers.

The awards cover Bucks, Chester, Delaware, Montgomery, and Philadelphia counties. PennDOT says the projects will expand public charging availability by 27% across the region and 53% in Philadelphia.

Curbside charging gets a boost

For drivers without a driveway, curbside charging gives them somewhere to plug in while parked near home.

It’s Electric PA received $2.93 million for 157 on-street Level 2 ports across 13 Philadelphia neighborhoods. Voltpost received funding for another 62 curbside ports across the four suburban counties.

Fast charging is getting funding, too. PositivEnergy received $7.2 million for 54 DC fast-charging ports at 11 Philadelphia Parking Authority lots. Tesla received two $392,000 awards for eight ports each at Royal Farms in Broomall and Wawa in Plymouth Meeting.

NEVI moves into neighborhoods

The money comes from the federal National Electric Vehicle Infrastructure (NEVI) program, created by the Biden administration’s Bipartisan Infrastructure Law. Pennsylvania’s five-year allocation is $171.5 million.

NEVI initially focused on fast charging along designated highway corridors. States can spend the money more broadly after the Federal Highway Administration certifies that their corridor charging requirements have been met. Pennsylvania received that certification on September 22, 2025.

In fact, Pennsylvania has built 54 EV charging stations using NEVI funds so far – more than double the number of any other state.

PennDOT’s community charging program supports both Level 2 and DC fast charging. Its published program minimum requirements include at least four ports per proposed station, at least 6 kW per port, two ADA-compliant parking spaces, and J1772 or CCS connectors on every port. Equipment must also meet Buy America requirements.

More funding rounds are coming

PennDOT lists 71 awards in this southeastern round as part of its roughly $100 million statewide community charging effort.

Applications for the western region close November 20. Central and eastern Pennsylvania applications close March 12, 2027.

For the southeastern projects, PennDOT’s estimated schedule puts environmental reviews in November 2026 through January 2027, followed by agreement execution in January and February. Drivers will still have to wait for construction and commissioning before these awards become places to plug in.
